Joseph Brigandì

Joseph Francesco G. Brigandì advises investors, economic operators, funds, Italian and multinational companies, as well as public administrations and state-owned and publicly controlled companies, on the structuring, implementation and management of complex projects involving significant regulatory aspects and interaction with public entities. His practice focuses particularly on Real Estate, PPP & Infrastructure, Public Tender and Healthcare.

With over twenty years of experience in administrative and public economic law, he advises clients throughout all stages of their relationship with public administrations, supporting them on permitting strategies, administrative proceedings, investment and development transactions, public tenders, concessions and public-private partnerships.

He has extensive experience in Real Estate, infrastructure and PPP, advising both public and private entities on the award and management of public-interest works and services, with particular focus on concessions, project financing, partnership procedures and cooperation models between investors and public administrations. In the Healthcare and Life Sciences sector, he advises healthcare facilities, industry operators and investors on regulatory, permitting and contractual matters.

He also has significant experience in public contracts and public tender procedures, assisting contracting authorities, public entities and economic operators in tender procedures, contract execution and related litigation.

He is qualified to represent clients before the Higher Courts and has extensive experience in European Union law and supranational proceedings.

Alongside his professional practice, he is actively involved in professional and institutional organisations. Since 2019, he has served as President of the Società Lombarda degli Avvocati Amministrativisti (SOLOM), Coordinator of the Conference of Presidents of the Unione Nazionale degli Avvocati Amministrativisti (UNAA) and a member of the Administrative Justice Commission of the Milan Bar Association.
