{"id":30099,"date":"2025-11-13T15:24:52","date_gmt":"2025-11-13T14:24:52","guid":{"rendered":"https:\/\/it.andersen.com\/?p=30099"},"modified":"2025-11-19T16:25:30","modified_gmt":"2025-11-19T15:25:30","slug":"reorganization-of-customs-offices-and-the-new-combined-nomenclature-from-2026","status":"publish","type":"post","link":"https:\/\/it.andersen.com\/en\/reorganization-of-customs-offices-and-the-new-combined-nomenclature-from-2026\/","title":{"rendered":"Reorganization of customs offices and the new Combined Nomenclature from 2026"},"content":{"rendered":"<p>On<strong> November 1<sup>st<\/sup>, 2025<\/strong> the Customs and Monopolies Agency (ADM) completed the reorganisation of its territorial structures throughout the country, <strong>redefining the map of local offices and regional directorates<\/strong>.<\/p>\n<p>The reform, based on criteria of administrative efficiency and functional integration, aims to ensure <strong>greater uniformity<\/strong> in the application of customs regulations and <strong>better management<\/strong> of operational flows.<\/p>\n<p>The new structure is governed by Director&#8217;s Decision No. 8107\/RU of 30 January, 2025 which represents the policy and delegation act for defining the organisation and structure of the Territorial Directorates and related local offices.<\/p>\n<h2>The new organisational structure of the Customs Agency<\/h2>\n<p>The reorganisation is based on moving beyond the traditional division by subject matter and introducing a <strong>more flexible and coordinated territorial structure<\/strong>.<\/p>\n<p><strong>Thirteen Territorial Directorates <\/strong>have been established, each with jurisdiction over one or more regional areas.<\/p>\n<p>The territorial Directorates will be responsible for:<\/p>\n<ul>\n<li>Coordinating the operational activities of local offices<\/li>\n<li>Ensuring uniform interpretation in the application of customs legislation<\/li>\n<li>Monitoring procedures and controls<\/li>\n<li>And providing training and professional development for staff.<\/li>\n<\/ul>\n<p>The reform is part of a broader process of digitisation and internal reorganisation of the Agency, in line with European objectives for the simplification and automation of customs procedures.<\/p>\n<h2>New codes for the company&#8217;s IT systems<\/h2>\n<p>The transition to the new organisational model has involved the definition and publication of <strong>new mechanographic codes<\/strong>, <strong>ITU and TAXI codes <\/strong>and, in particular, <strong>takeover codes<\/strong>, which are necessary for the adaptation of company IT systems.<\/p>\n<p>To assist operators, the ADM has published a series of <strong>notices and guidelines <\/strong>containing operational instructions and measures to be taken, including:<\/p>\n<ul>\n<li>Internal verification of their &#8216;Customs Decisions&#8217; and approved locations<\/li>\n<li>Updating management and accounting systems in accordance with the new codes<\/li>\n<li>The review of valid customs authorisations.<\/li>\n<\/ul>\n<p>One important aspect concerns the <strong>change of the certified email addresses (PEC) <\/strong>of local offices.<br \/>\nFrom<strong> November 1<sup>st<\/sup>, 2025<\/strong> <strong>the previous certified email addresses will no longer be operational<\/strong>, and sending communications to the old addresses will render <strong>the notification or application ineffective<\/strong>.<\/p>\n<p>Operators are therefore required to use <strong>only the new certified email addresses <\/strong>published by the ADM in order to ensure the correct receipt and validity of official communications.<\/p>\n<h2>New Combined Nomenclature (CN) 2026<\/h2>\n<p>From<strong> January 1<sup>st<\/sup>, 2026<\/strong> the <strong>new Combined Nomenclature (CN 2026) <\/strong>will come into force, published with <strong>Commission Implementing Regulation (EU) No 2025\/1926 of 22 September, 2025 <\/strong>amending Annex I to Regulation (EEC) No 2658\/87 on the <strong>tariff and statistical nomenclature <\/strong>and on <strong>the Common Customs Tariff.<\/strong><\/p>\n<h3><strong>The main changes introduced<\/strong><\/h3>\n<p>Among the most significant changes are:<\/p>\n<ul>\n<li><strong>Introduction of new subheadings <\/strong>for the monitoring of specific goods:<\/li>\n<li>&#8220;Lithium nickel manganese cobalt oxides&#8217; and &#8216;lithium iron phosphate&#8221; (Chapter 28)<\/li>\n<li>&#8220;Artificial graphite&#8221; and &#8220;photovoltaic wafers&#8221; (Chapter 38)<\/li>\n<li>&#8220;Tubular steel towers for wind turbines and tower sections&#8221; (Chapter 73)<\/li>\n<li>&#8220;Rotors and stators for hydraulic turbines&#8217; and &#8216;wind turbine blades&#8221; (Chapter 84)<\/li>\n<li>&#8220;Hydrogen fuel cell generators&#8221;, &#8220;converters with maximum power point tracking functionality&#8221;, &#8220;Plastic film separators&#8221;
